Description: Evan stands at five foot eight, taller than many of her female peers. She has long, wavy blonde hair that she rarely cuts due to an unhappy experience during her first haircut years and years ago. For the same reason, she prefers to keep her hair its natural cut and color, unlike many of her peers in the Capitol. Her eyes are a strange shade of light bluey-green.
Personality: Evan is wonderfully bubbly, always ready to mingle and make new friends. One can usually find her in a good mood and one can depend on her to listen to ask for help. She serves as a rock to many people. However, her downfall is that she can only stand being a person to lean on for so long. Often times, she can't deal with the emotions or the pressure that it stirs up, and so she runs. She'll disappear for weeks on end before she turns up again, usually acting as if nothing at all happened. She also spends too much time partying in the views of her parents and close friends, but she also is a firm believer in doing what she wants when she wants.
History: Just like their daughter, Evan's parents are wonderfully friendly people. Before her birth, her parents spent most of their time at beautiful parties, making work connections which they could use later. They are both extremely successful in their work (both work in the Capitol's entertainment industry). A combination of these two things (success in a competitive industry and spending time at highly publicized glitzy parties) resulted in two influential and well-known socialites being born. After Evan was born, the pair showered her in attention and love. They were perfect. However, they were more friends to their daughter than they were parents - perhaps this is why Evan gives herself no limits and disappears when even slightly overwhelmed. They didn't give her the tools she needed to be responsible.
As Evan grew into a teenager, she shared and then eventually stole the spotlight from her parents. Somehow, she was simply fun to watch. Her life of partying and strings of boyfriends was that of an ideal Capitol citizen.
